本報告的製作方法。 Methodology: every document was read and tagged by a large language model (gpt-4.1-mini via the HKBU GenAI gateway) against the Committee's seven Terms of Reference; key points, themes and parties were extracted per document. For each ToR, the relevant documents were grouped into themes and the narratives below were drafted from the documents' own summaries and key points.
