摘要（English）
The Independent Committee was established to investigate the Wang Fuk Court fire, the deadliest in Hong Kong since 1948, which claimed 168 lives and displaced over 4,000 residents. The inquiry focuses on the causes, fire service installations and maintenance, the roles and supervision of involved parties, systemic issues such as collusion risks, and the adequacy of existing laws and penalties. Recommendations will be made to improve future fire safety measures.
