摘要（English）
Mr. WONG Cheung Hing's third witness statement details observations of a fire originating near an electrical panel, with delayed fire alarm activation and non-functional sprinklers. He describes challenges faced during resident evacuation, highlights maintenance issues with fire safety equipment, and notes communication gaps during the emergency response. The statement was provided at the request of the Independent Committee investigating the fire at Wang Fuk Court in Tai Po.
